Short description

Torbay & South Devon NHS Foundation Trust requires a single Contractor to provide a Healthcare Security, Traffic Management & Enforcement Service for all of the Trust’s locations across Torbay & South Devon. The Contractor must be Security Industry Accreditation SIA & British Parking Association BPA accredited (BPA within one month of contract commencement). All staff will have to be enhanced DBS approved. The contract on offer is scheduled to commence from the 1st April 2020 and will have an initial term of 3 years with a further two, one year extensions at the discretion of the Trust. The Trust will be following the Light Touch Regime for this opportunity and Contractors must meet the minimum accreditation(s) to be considered. Description of the procurement

Torbay and South Devon NHS Foundation Trust requires a single Contractor to provide a Healthcare Security, Traffic Management and Enforcement Service for all of the Trust’s locations across Torbay and South Devon.
The Contractor must be Security Industry Accreditation (SIA) & British Parking Association BPA accredited (as a minimum successful Contractor has to be BPA within one month of contract commencement). All staff will have to be enhanced DBS approved.
The contract on offer is scheduled to commence from the 1st April 2020 and will have an initial term of 3 years with a further two, one year extensions at the discretion of the Trust.

Core service requirements (Healthcare Security) are the following (but not limited to):
• maintaining a secure environment within the Trusts Sites;
• responding to security incidents within the Trusts Sites ; and
• additional specified duties as set out in the Scope of Service (specification).
• shall be provided 24 hours per day, 365(6) days per year.
• shall apply to all areas of the Torbay and South Devon NHS Foundation sites though primarily Torbay Hospital and its surrounding sites.
2 x Multifunctional Healthcare Security officer trained in a variety of specified skills per shift with the service operating 24 hours per day and 7 days per week, 1 supervisor week day working/relief shifts and 1 dedicated relief week to cover absence due to leave, sickness or training.
The uniform has to be sympathetic to working in a healthcare setting and interacting with patients that are in distress while providing the appropriate protection of staff.
Provision of a patrol vehicle for the transportation of officers and equipment (with capacity of transporting up to 4/5 people) around the main Acute site and outlying premises across Torbay & South Devon.
Core service requirements (Traffic Management & Enforcement Services) are the following (but not limited to):
• ensuring the free flow of traffic;
• management of all car parking spaces on Trusts Acute and Community sites;
• the application of parking charge notices;
• to provide a cash collection service from all pay stations & pay and display machines on the Trusts acute and community sites;
• to undertake daily patrols of sites reviewing site safety and report to the Site Services department for remedial repairs;
• to support security duties when required:
• to provide first line maintenance to all parking systems including barriers, terminals, pay stations and pay and display equipment to ensure in working order at all times
The traffic management and Enforcement service is to be provided 7 days per week, providing two officers per day on a rota system one covering the acute site and one covering the community. Hours will be 8am to 6pm Monday to Friday for the acute site and a shorter working day when on the community shift pattern. A cover of 6 hours per day, 9am to 3pm will be required on Saturdays, Sundays and bank holidays.(excluding Christmas Day, Boxing Day and New Year’s Day).
The Trust reserves the right to take or not to take optional or additional security services at the award of the contract or throughout its term as well as increase or decrease the security requirements throughout the term of the contract with the successful Contractor(s).
Innovation and alternative proposals
The Trust’s are open to innovative proposals where they reduce costs to the Trust and or significantly improve safety. However, the Trust reserves the right to reject such proposals if in the opinion of the Trust these are not cost effective, require disproportionate increased administrative burden on the Trust or negatively impact safety.
