Description of the procurement

The European Spallation Source (ESS) is a European Research Infrastructure Consortium (ERIC) committed to the goal of building and operating the world leading facility for research using neutrons. Once constructed in Lund, Sweden, it will provide new opportunities for researchers in a broad range of scientific areas including life sciences, energy, environmental technology, cultural heritage and fundamental physics. It will be an accelerator-based facility producing neutrons for a large array of advanced instruments.
The UK is a partner in construction of the ESS alongside 15 other European countries and has committed significant funding for construction.
STFC is managing the UK contribution to ESS. The Active Cell Facility is one such contribution to be delivered by RACE — a department of the United Kingdom Atomic Energy Authority. Inside the Active Cells exhausted, highly active parts involved in the neutron generation will be size-reduced using remote handling technologies and removed for confinement. Therefore, any equipment used within the Active Cell must be able to withstand gamma radiation doses from moderate to high.
A fundamental part of the ACF Control System is the Viewing System. The Active Cell will be a windowless environment where the only view on processes ran inside the Cell will be provided by cameras to operators acting remotely in a Control Room.

Review procedure

Precise information on deadline(s) for review procedures: 
The Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers.
This period allows unsuccessful tenderers to seek further debriefing from the Authority before a contract is entered into applicants have 2 working days from the notification of the award decision to request. Additional debriefing and that information have to be provided within a minimum of 3 working days before the expiry of the standstill period. Such additional information should be sought from the contact named in this notice.
If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 (SI 2015 No. 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
Any such action must be brought promptly.
