The Police and Crime Commissioner for West Yorkshire is looking to procure a modern replacement IT solution for PNLD. PNLD have provided a legal database and other legal products to the 43 Home Office Police Forces in England and Wales and the British Transport Police for over 20 years.
The legal database contains Acts of Parliament, Common Law, Regulations, Orders and Byelaws, summaries of relevant cases and the standard offence wordings used throughout the court system. To ensure the information is readily understood, legislation is annotated with clear explanations and guidance and is written in plain English by a dedicated team of Legal Advisers.

Description of the procurement

The PCC for West Yorkshire is looking to Procure a modern replacement IT Solution to replace the current Police National Legal Database (PNLD).
PNLD has been providing a legal database and other legal products and services to the 43 Home Office police forces in England and Wales and the British Transport Police for over 20 years. During that time, the customer base has expanded to include policing partners and other law enforcement agencies across the criminal justice system, for example, the Crown Prosecution Service, Trading Standards and academic institutions.
The legal database contains Acts of Parliament, Common Law, Regulations, Orders and Byelaws, summaries of relevant cases and the standard offence wordings used throughout the court system. To ensure the information is readily understood, legislation is annotated with clear explanations and guidance and is written in plain English by a dedicated team of Legal Advisers.
PNLD's legal database is available on subscription to support all those with an interest in criminal justice, whether professionally, academically or for their personal development.
PNLD is currently the only legal database subscribed to by all 43 police forces and the only database, which provides the standard offence wordings which are used throughout the criminal justice process from arrest to conviction which is a unique selling point.
