Short description

West Midlands Fire & Rescue Authority are establishing a framework agreement for the Supply & Delivery of Oriented Strand Board (OSB), full boards and cut boards for training purposes over a period of four years. The framework could be accessed by UK Fire & Rescue Services (FRS) and their agents via further competition.

The Framework Agreement will also be available for Participating Customers (agents) who are other bodies associated with FRS activities with similar requirements (also any new or successor Agent). Agents may only use the framework for FRS activities. (See ITT for detail).
This multi-supplier Framework Agreement will be divided into 12 regional Lots. (see App 4 for Lot info). Economic Operators can bid for one or more lots.

Additional information

Framework Agreement will be available to access by the Participating Services, which shall include the Fire and Rescue Authorities in England; Scotland; Wales; Northern Ireland; the States of Jersey; Guernsey and Isle of Man; including their trading arms and community interest companies; their successor authorities; and their nominated agents.
It is possible that, during the life of the Framework Agreement, some of the Fire and Rescue Services listed below will undergo a change of governance, for example by merging with other fire or police services or through the replacement of the governing Fire Authority with Police and Crime Commissioners. Any successor Authority will continue to have access to the Framework Agreement.
The maximum number of operators quoted as 60 will be broken down as a maximum of 5 operators per Lot who may then be invited to quote within their lot via further competition. The anticipated framework value was formed following consultation with Fire & Rescue however less than half of the Services responded so the estimated value received from surveys was doubled, please note that the Authority cannot guarantee any business through this framework.

The Authority will incorporate a standstill period at the point information on the award of the framework agreements is communicated to tenderers. The notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision.
