Description of the procurement

This procurement exercise is seeking to appoint a provider of a Digital Interview Recording solution (the “DIR Solution”). The DIR Solution shall include the hardware and the supporting services for the relevant police stations. The solution should not be bespoke and should be capable of supplementing with easily available hardware and devices. The DIR Solution is procured by the Police and Crime Commissioner for Suffolk on behalf of itself and the Police and Crime Commissioner for Norfolk (together, the “Participating Authorities”). The DIR Solution shall be available to both Participating Authorities. The Police and Crime Commissioner for Suffolk is the lead contracting authority and will be the signatory to any contract awarded at the conclusion of this procurement process. The approximate total value of the DIR Solution for the maximum period of 5 years across for both Participating Authorities is £250,000. The purpose of the DIR Solution is to deliver an interview solution that allows for future expansion and makes use of interoperability with current systems where processes benefit. The specific scope of this project is detailed in the Specification (contained in Volume 2 of the tender pack).

Review procedure

Precise information on deadline(s) for review procedures: 
The Contracting Authority will incorporate a minimum standstill period of ten (10) calendar days at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contracts to be awarded under this procurement are entered into. If an appeal regarding the award of the contracts has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or who are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
