The Police & Crime Commissioner for North Yorkshire is seeking an Evaluation of the Alcohol Abstinence Monitoring Requirement (AAMR) Pilot. Within Humberside, Lincolnshire and North Yorkshire, alcohol is a significant factor in criminal offences. For example, in Grimsby, North East Lincolnshire, in 25% of offences alcohol was a contributing factor or feature. For offences that involve domestic abuse, this percentage is even higher, increasing to more than 40%. Reoffending rates and the frequency of reoffending is also greater by offenders who commit offences where alcohol plays a part. In response to this context, a partnership has formed that includes the Offices of the Police and Crime Commissioners for Humberside, Lincolnshire and North Yorkshire, HLNY CRC Ltd, and with representation from the three Police Forces, Her Majesty’s Court and Tribunal Service, Crown Prosecution Service, NPS, the Ministry of Justice and others. With funding in place, the Project Board implemented the pilot on 5th June 2017 and it is expected that this will run for two years. The AAMR Order will be piloted in the local justice areas of Humberside, Lincolnshire and North Yorkshire at Grimsby, York, Boston and Lincoln Magistrates’ Courts and Grimsby, York and Lincoln Crown Courts. The work will inform the Project Board about the effectiveness of this approach and the degree to which positive outcomes are achieved through the deployment of AAMR combined with offender management interventions. The project will provide qualitative and quantitative evidence on the running of the AAMR pilot, including: • A process evaluation; and • An outcomes evaluation.
