This is a mini-competition under an existing framework that was let after 26 February 2015 and therefore the Public Contracts Regulations 2015 (the Regulations) apply and the framework terms shall govern the process. Only suppliers awarded to Lot 5: “Health and Community” of the Crown Commercial Services (CCS) Framework RM3745: “Management Consultancy Framework” will be eligible to participate in this procurement. ----- GHNHSFT (Gloucestershire Hospitals NHS Foundation Trust) “the Authority” is the key client for this piece of work and is contracting on behalf of the wider One Gloucestershire Integrated Care System (ICS). One Gloucestershire Integrated Care System (ICS) is seeking external support to develop and implement a refreshed Outpatients Transformation Programme that will improve end to end patient pathways across all providers in the county. The One Gloucestershire ICS has been working on its Outpatient Redesign Programme for a number of years now and are looking to build on the existing foundations by identifying new opportunities to add to the programme such that it can be expanded and implemented on a bigger scale and with greater rigour, consistency and pace. The primary objectives of the programme to date have been to ensure that: (i). Care is provided in the most appropriate care setting by the most appropriate clinician with quick and easy access to specialist opinion, advice and guidance when required. (ii). Care is delivered in an efficient and streamlined way supported by timely and seamless clinician to clinician communication designed to deliver the best patient experience and outcomes possible within available resources.
