Data Analysis for Forensically Acquired Mobile Phone Data

Greater Manchester Combined Authority (GMCA), as the contracting authority for Greater Manchester Police, seeks to appoint a supplier to provide an automated data analysis platform for real time reporting of forensically acquired mobile phone data from multiple extraction tools. The platform will operate at SECRET level on a stand-alone system to be utilised as an intelligence tool.
The system must be capable of importing, storing and analysing data from multiple mobile phone forensic data extraction tools for intelligence purposes and bulk reporting. The software must support the importation and cross-analysis of data from major vendors, such as, but not limited to, Cellebrite and MSAB. The system will enable the production of evidential reports and be used for real time analysis.
It must be made clear that the system required is not a mobile phone data extraction tool.

The system must be capable of importing, storing and analysing data from multiple mobile phone forensic data extraction tools for intelligence purposes and bulk reporting. The software must support the importation and cross-analysis of data from major vendors, such as, but not limited to, Cellebrite and MSAB. The system will be used for the production of evidential reports and real time analysis. It should be noted that the required system is not a mobile phone data extraction tool.
The system will imports mobile phone acquisition data from multiple extraction tools into the software and provide a single view of the output to allow one report to be produced for examiners.
The system must be capable of extracting unique identifiers from the imported mobile phone acquisition data for the purpose of linking records to previously imported data. The software should provide a checklist of questions during the examination process to ensure that forensic operating procedures are followed.
The search function provided should allow imported records to be found based on selectable search criteria. Additionally the search facility will allow one or more results to be selected for deletion. User authentication must be employed to ensure only authorised users are granted access. Access to the system and the use of its functions must be recorded and logged to allow for system auditing and monitoring. A data purging function must be provided to allow records to be bulk deleted from the system.
The supplier should have a research & development programme in place for the continuous development of the product.
While there is potential to develop the system as technology changes the requirement is for an existing demonstrable product. To find out more about this requirement potential providers should register their interest via the Bluelight system (www.bluelight.gov.uk) and make contact with GMP Procurement using the messaging facility on Bluelight.
All information provided in this PIN, including the total contract value, is the current best estimate for the full 6 year contract, and includes the potential for some bespoke development. The value may be revised prior to the issue of the tender documentation.

The procurement will use the Bluelight e-tendering system (www.bluelight.gov.uk). Interested parties, including small or medium-sized enterprises, social enterprises, voluntary or community organisations, should ensure they are registered on Bluelight with up-to-date contact details.

Further information about the procurement will be provided after the closing date for the PIN, and only to suppliers who express an interest. Expressions of interest via Bluelight are preferred, but will be accepted by email to procurement@gmp.police.uk. All expressions of interest will be acknowledged within 2 working days, and suppliers should only re-express their interest if they do not hear back after this time.
This service is within scope of the Defence and Security Public Contracts Regulations 2011 (DSPCR 2011), but the value of the contract is expected to fall below the financial threshold referred to in Regulation 9 of the DSPCR 2011.
Regulation 15(1)(b) of the Public Contracts Regulations 2015 (PCR 2015) excepts contracts which are within scope of the DSPCR 2011 but where the DSPCR 2011 do not apply by virtue of Regulation 9.
The Authority will conduct a 2-stage competitive procurement akin to the Restricted Procedure, but this is not taken as acceptance by the Authority that any part of the PCR 2015 apply.
The proposed competitive process will include a requirement for interested parties to enter into a confidentiality or non-disclosure agreement, and the Authority reserves the right to require economic operators and/or their staff to undertake security assessment and/or vetting prior to receiving the full specification and tender documents.
Bidders who do not consent to undertaking the security assessment and/or vetting, and those who undertake but do not pass the assessment/vetting, will not be permitted to progress to the next stage of the procurement.
