All expressions of interest will be acknowledged within 2 working days, and suppliers should only re-express their interest if they do not hear back after this time.
This service is within scope of the Defence and Security Public Contracts Regulations 2011 (DSPCR 2011), but the value of the contract is expected to fall below the financial threshold referred to in Regulation 9 of the DSPCR 2011.
Regulation 15(1)(b) of the Public Contracts Regulations 2015 (PCR 2015) excepts contracts which are within scope of the DSPCR 2011 but where the DSPCR 2011 do not apply by virtue of Regulation 9.
The Authority will conduct a 2-stage competitive procurement akin to the Restricted Procedure, but this is not taken as acceptance by the Authority that any part of the PCR 2015 apply.
The proposed competitive process will include a requirement for interested parties to enter into a confidentiality or non-disclosure agreement, and the Authority reserves the right to require economic operators and/or their staff to undertake security assessment and/or vetting prior to receiving the full specification and tender documents.
Bidders who do not consent to undertaking the security assessment and/or vetting, and those who undertake but do not pass the assessment/vetting, will not be permitted to progress to the next stage of the procurement.
