Short description

Greater Manchester Police has developed a “Developing Diverse Leaders Programme” which will support the retention and progression strategy with the ultimate aim of having a more representative workforce across all ranks and grades for both Police Officers and Police Staff.
The Developing Diverse Leaders programme is designed to build confidence and encourage engagement with the promotion process as well as supporting a coaching relationship with an experienced and qualified external coach.
GMP requires the services of one or more providers to support this programme.
There are 2 elements of the programme which will be considered as separate lots in this invitation to tender.
• Lot 1 - Promotion processes to Chief Superintendent level and Superintendent.
• Lot 2 - Promotion processes to Chief Inspectors level.
Interested parties may submit a bid for one or both of the two lots.

Description of the procurement

The Authority seeks to appoint a provider to deliver a Developing Diverse Leaders programme for BAME and female Superintendents and Chief Inspectors who are eligible for the Chief Superintendent and Superintendent promotion processes. This will include development workshops prior to any process and at least 1 coaching session for successful and unsuccessful candidates who attend the workshops at the end of the processes.

Additional information

Whilst the Contracting Authority is the Greater Manchester Combined Authority, the services are essentially being delivered to Greater Manchester Police who will be the main users of the services. Therefore the Chief Constable of Greater Manchester Police will be given equal rights to the GMCA to enforce the provisions of the Contract, under the Contracts (Rights of Third Parties) Act 1999.
