Greater Manchester Combined Authority (GMCA) is tendering to appoint an independent provider to deliver a Greater Manchester STRIVE Volunteer Support Service to support victims of domestic abuse which have been risk assessed by the police as being standard risk.
GMCA seeks to appoint a creative, flexible and outcome-focussed organisation to deliver a consistent volunteering support service across Greater Manchester, providing early intervention support for individuals and their families at risk of, or experiencing, domestic abuse.
The Provider will be expected to co-ordinate, recruit, develop, support and maintain a pool of volunteers across Greater Manchester, in order to deliver the required service.

Description of the procurement

The Deputy Mayor for Policing and Crime seeks to develop a Greater Manchester wide volunteer network to support victims of domestic abuse, where their risk is assessed as standard.
This contract is therefore for delivery of a Greater Manchester STRIVE Volunteering Support Service which will provide an early intervention approach for families at risk of, or experiencing domestic abuse. The service will support individuals and their families who have contacted the police and where the police have assessed the call as being a standard risk. The aim of the service is to improve outcomes for families and individuals experiencing domestic abuse, by reducing repeat victimisation and vulnerability, through an early intervention approach to developing healthy relationships.
Responsibilities of the service will include:
• Working with the Commissioner and GMP at a strategic level to implement the STRIVE Volunteer Support Service and to ensure consistency across GM;
• Working with GMP at an operational level to obtain risk assessments before visits / calls take place. These risk assessments will be completed by GMP;
• Establishing a Greater Manchester volunteer network including the advertising, recruitment, interviewing, retention, development and specialist training of volunteers for the service and activities being delivered;
• Supervising, coordinating and managing volunteers delivering services for individuals and families considered a standard risk for domestic related incidents and crimes;
• Ensuring robust internal governance frameworks are in place to mitigate any risks relating to operational delivery and reputation, including the agreement of escalation routes;
• To work in partnership with other services at a local and Greater Manchester level to ensure the needs of families are met; and
• Collect and record agreed data and report back to the Commissioner as required.
The service also aims to improve volunteering opportunities across Greater Manchester, to help develop the skills and experiences of those interested in improving outcomes for families and individuals experiencing domestic abuse issues.
Volunteers will:
• Provide advice and support for victims of domestic abuse, across a range of issues;
• Make follow up calls and visits to standard risk victims / families of domestic abuse as identified by GMP and within a defined timescale;
• Deliver follow up calls / visits to families within a defined timescales, to get feedback on the service provided and the impact this has had;
• Provide one-to-one support, signposting and integrated working with other services, to deliver collaborative ways of working to individuals / families, as required;
• Establish relationships with existing local services, to enable victims to receive the most appropriate support for themselves and their families;
• Work within established local information sharing protocols; and
• Escalate any risks in a timely and appropriate manner and via established routes.
The Provider will be expected to deliver a consistent but flexible service across each districts within Greater Manchester, which will complement local ways of working.
The Commissioner expects the service to be rolled-out incrementally by cluster. The service should be fully operational across Greater Manchester within 12 months of the contract being awarded. This means that within one year of contract award, sufficient volunteers should have been recruited and be delivering the service effectively across Greater Manchester.
The contract is expected to be for an initial term of 3 years, with an indicative budget of £320,000 per annum for the first 3 years, and the option to extend for 2 further years (as a single extension or in increments), subject to review. The total estimated 5-year value of the contract has been calculated from this figure, though any contract extension will be subject to the availability of funding.

Additional information

This service falls under the "light touch regime” as set out in regulations 74-76 (inclusive) of the Public Contracts Regulations 2015 (PCR 2015). Pursuant to regulation 76(7), the Authority will conduct a competitive procedure akin to the Open Procedure, but this is not taken as acceptance by the Authority that any part of the PCR 2015 apply, other than those parts which apply to the light touch regime.
