Greater Manchester Combined Authority (GMCA) is tendering to appoint an independent provider to deliver a Greater Manchester STRIVE Volunteer Support Service to support victims of domestic abuse which have been risk assessed by the police as being standard risk. GMCA seeks to appoint a creative, flexible and outcome-focussed organisation to deliver a consistent volunteering support service across Greater Manchester, providing early intervention support for individuals and their families at risk of, or experiencing, domestic abuse. The Provider will be expected to co-ordinate, recruit, develop, support and maintain a pool of volunteers across Greater Manchester, in order to deliver the required service.

The contract will be for an initial term of 3 years, with an indicative budget of £320,000 per annum for the first 3 years, and the option to extend for 2 further years (as a single extension or in increments), subject to review. The total estimated 5-year value of the contract has been calculated from this figure, though any contract extension will be subject to the availability of funding. This service falls under the "light touch regimeā as set out in regulations 74-76 (inclusive) of the Public Contracts Regulations 2015 (PCR 2015). Pursuant to regulation 76(7), the Authority will conduct a competitive procedure akin to the Open Procedure, but this is not taken as acceptance by the Authority that any part of the PCR 2015 apply, other than those parts which apply to the light touch regime.
