Short description

Aston Community Fire Station is a listed building that requires modernising. The Fire Station is located in Aston, Birmingham, it was constructed in 1924 and consists of two and three storey accommodation areas with four appliance bays. There is also a three storey office building to the rear of the main station. The Station is Grade II listed with Historical England.
The project aim is to provide a modern facility to meet the current and future operational requirements of a modern day fire service. It is anticipated a start on site around June 2018, the successful bidder will be required to complete the project to a high standard 12 months after contract award.
It is key that the existing fire station remains operable at all times. Tenderers should ensure that appropriate services provisions are maintained, suitable access and egress routes are considered and construction methodology is tailored to suit this requirement.

Description of the procurement

Aston Community Fire Station is a listed building that requires modernising. The Fire Station is located on Ettington Road, Aston, Birmingham, B6 6ED and is wholly owned by West Midlands Fire and Rescue Authority, it was constructed in 1924 and consists of two and three storey accommodation areas with four appliance bays. There is also a three storey office building to the rear of the main station. The Station is Grade II listed with Historical England.
The project aim is to provide a modern facility to meet the current and future operational requirements of a modern day fire service. Part of the project is to incorporate West Midlands Fire Service (WMFS) heritage volunteer group within the existing fire station to create a Fire Service Heritage Centre which will be open to visitors. Aston Library have also expressed an interest in utilising areas on the ground floor to provide a Tier 3 Library Service. The Authority aim to improve community engagement through offering community meeting rooms within the new facility.
The project aims to achieve its objectives by refurbishing the upper floors of the existing Grade II listed Fire Station to form space to display fire service heritage items. With a new two storey linked extension onto the existing station to provide operational welfare space for Fire Fighters, supporting staff and rooms that can be used by local community groups. The rear standalone three storey building is to be demolished to create further parking and an operational training yard.
It is anticipated a start on site around June 2018, the successful bidder will be required to complete the project to a high standard 12 months after contract award.

Tenderers must agree to the novation of Architect and Principle Designer, Principle Designer Advisor and the Structural & Civil Engineer upon award of the contract. Tenderers are required to have, or obtain on award, a minimum of £10,000,000 per claim public liability, £5,000,000 per claim Employers Liability and £5,000,000 per claim Professional Indemnity.
Potential Tenderers are invited to visit Aston Fire Station on 25 January 2018, between 9:30 and 16:00. To express an interest in attending the open day please send a message on the e-tendering portal stating an approximate time of arrival and the number of people attending.
Interested parties may submit a request to participate by providing the information requested in the PAS91 Questionnaire. Responses are sought in relation to technical capacity, professional ability, economic and financial standing. The Authority will evaluate the responses and select the five (5) highest ranking qualified candidates. Only those five candidates shall be invited to submit tenders. The completed Questionnaire and any associated documents should be uploaded via EU Supply e-tendering portal no later than 16:00 14 February 2018
