Short description

EMSCU on behalf of the National Enabling Programme & Contracting Authority is carrying out a tender for the requirement outlined below & in the attached documents. The National Police Technology Council vision is to establish a National Management Centre to provide a full range of cyber security & network management services to UK Policing. Nationally coordinated, & locally delivered, forces will access a centre of excellence to manage threats, & enhance legislative compliance with the ability to acquire services from a centrally provisioned, locally delivered service based on risk profile, technology estate, & operating models, providing cost-efficient cyber security. A national level, a holistic grasp of threats across all forces will be used to defend critical networks & systems in a coordinated manner & continuously baseline the cyber risk management position of forces. Implementation will be evolutionary building on improvements in technologies, processes & staff training.

Description of the procurement

EMSCU working on behalf of the National Enabling Programme (NEP) and Contracting Authority is carrying out a tender under the Competitive Procedure with Negotiation for the requirement outlined below and in the attached documents.
As the cyber threat landscape facing the 48 police forces of the UK continues to evolve, so must the means by which forces maintain their security posture. Rather than individual forces independently managing and defending their technology infrastructure, the National Police Technology Council (NPTC) vision is to establish a National Management Centre (NMC) that provides a comprehensive range of cyber security and network management services to UK Policing. Through a nationally coordinated, locally delivered, NMC, forces will have access to a centre of excellence with the ability to manage internal and external threats, and enhance legislative compliance. Individual forces will have the ability to acquire services from a centrally provisioned, locally delivered service based on their risk profile, technology estate, and operating models, providing cost-efficient cyber security. At a national level, a holistic understanding of threats across the 48 police forces will be used to proactively defend critical networks and systems in a coordinated manner and continuously baseline the cyber risk management position of each force.The implementation of the NMC will be an evolutionary process that builds on incremental improvements in technologies, processes and staff training. This will develop mature, efficient, effective and economic services that fuses deep cyber expertise with an understanding of police operations, to contextualise the nature of threats to forces.
