Description of the procurement

We are seeking an Economic Operator to provide an effective planned preventative maintenance programme and reactive repairs of heating, ventilation and air conditioning for the West Midlands Fire and Rescue Authority at various sites in the West Midlands region.
The Contract will be divided into the following work packages “Lots”:
Lot 1 - Black Country Area
Lot 2 - Birmingham Area
Lot 3 - Coventry & Solihull Area
Economic Operators are invited to bid for all or any of the available lots – It is the preference of the Authority that all the above Lots will be awarded to a single Economic Operators. However, should it be more economically advantageous to do so, the Authority may award separate contracts for each Lot or a combination of Lots to separate Economic Operators. This lot is for the Black Country area:

The contract shall be for a period of up to 4 years (two years with an option to extend for two further years in 12 month periods).The successful Economic Operator will be required to carry out the planned maintenance/inspection visits in order to satisfy the Authority as to the general condition of the heating and ventilation, hot water and air conditioning systems to ensure their efficient, safe, economical running and to indicate any repairs which may need to be carried out either immediately or in the future.
The programme will include maintenance visits as detail in the specification together with the provision of a 7 days per week, 24 hours per day, emergency call out service with a maximum two hour call out time to cover plant or service breakdown. The Economic Operator must be experienced in this field and able to demonstrate its professional & technical competence in providing a regular service. The Economic Operator shall ensure that all members of his staff or subcontractors used are suitably qualified, have had the appropriate training and certification in the maintenance, repair and testing on all plant that they intend to maintain. (Refer to Schedule 1 for full list), The Economic Operator will be expected to be familiar with the Siemens Desigo PMX10 and Trend Control experienced in its maintenance or alternatively arrange for relevant technicians to be trained in the management of the systems by contract start which is anticipated to be the end of June 2018.
Economic Operators wishing to tender for this contract should have £5m public liability and employer’s liability insurance cover, those that do not have a turnover of over £520,000 for all lots or separately turnover for lot 1 (this lot) would be £160,000, lot 2, £296,000 and lot 3, £64,000.
