Short description

The scope of this contract is for a fully managed vending machine service, providing a variety of cash payment machine types; including (but not limited to) hot drinks, snacks, canned and/or bottled drinks.
The contract also includes provision for the trial of a vending machine service for ambient meals, and the provision of table top hot drinks machines, for which the Authority would purchase dry ingredients.
The fully managed service will include (but is not limited to) the provision of machines and both regular and ad hoc stock replenishment, cleaning, servicing, call outs and repairs of the vending units, as well as the supply of management information to Greater Manchester Police.
As part of the contract, there may be a requirement to install, move, commission or decommission machines, according to the operational needs of GMP.

Description of the procurement

Greater Manchester Police currently has approximately 21 hot drink machines, 23 cold drink machines, 25 snack machines, 2 combination cold drinks and snack machines and 7 table top hot drinks machines. These are spread across Greater Manchester, on the retained estate of the force.
The successful supplier will be expected to collect and share suitable management information, in order to assess product demand at each site and adapt requirements where appropriate.
The contract also includes provision for the trial of a vending machine service for ambient meals, initially at 4 locations where there are no on-site catering facilities.

The initial term of the contract will be 2 years, with the option to extend for a further 2 years (in increments or as a single extension), subject to performance, value for money and an on-going requirement for the service.

This Invitation to Tender has been issued by Greater Manchester Combined Authority on behalf of Greater Manchester Police. This is a competitive procurement conducted in accordance with the Concession Contracts Regulations 2016. The procurement is below the relevant OJEU threshold but is being tendered using a procedure equivalent to the Open procedure.
