EMSCU, on behalf of the 43 UK Police forces listed in the link below: https://www.police.uk/forces/ and other named UK Law Enforcement Agencies (LEAs), are seeking to procure a framework that encompasses a solution for Post Event Video Analysis (“Video Analytics”) for Law Enforcement and other investigations.  We require an advanced Video Analytics solution for retrospective viewing of multiple CCTV formats to support video evidence process. The solution will cover video conversion, management, GUI interface and workflow capability including, but not limited to, motion, faces and persons with the ability to search for persons of interest and with detection and subject re-identification attributes. The successful supplier needs to provide video search over multiple CCTV sources regardless of camera type, video format, lighting conditions and camera angle; in conjunction with motion detection to allow a reviewer to seek out and track down subjects-of-interest, working through high volume video data seized in the course of an investigation. The Video Analytics platform will incorporate a case management feature and a range of other analytical tools to manage and share video data; analysis of that data and the production of reports on the outcome of theanalysis.

The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the ‘Regulations’). As such, the procurement of the Services is being run as a bespoke, one stage application process akin to the Open Procedure, involving a number of stages which are outlined within the suite of procurement documents.
