Short description
The London Borough of Camden is seeking to award up to five (5) block contracts for the provision of up to 100 Nursing beds from a selection of providers under the "Light Touch" regime in line with Chapter 3, Section 7 of the Public Contracts Regulations 2015. The procurement procedure will be a one-stage process, with an element of negotiation. Suppliers will be given an opportunity to discuss their initial submission as part of the procurement process before submitting their final tender response. The detailed procedure for award is set out in the Instructions.

Description of the procurement
The London Borough of Camden (‘the Authority’) is seeking to award up to five (5) block contracts for the provision of up to 100 Nursing beds from a selection of providers in and around the borough under a block contract arrangement. Providers must be able to offer a minimum of 20 beds. Your offer of beds can include beds occupied by Camden residents under an existing contractual arrangement. If there are different offers of more than 20 beds, there might be an instance where one provider is awarded a contract of less than 20 beds in order for the Council to secure the 100 units required. In this instance, the price per bed will be agreed at the award stage.
The location of the nursing care home should not exceed a journey time of 45 minutes (one way by any means of transport) with moderate traffic, as defined by Google Maps, from the following postcode N1C 4AG to the Care Home being offered.
The provision must offer permanent beds, at a rate no high than the price stated in the Form of Tender.
There is a need to maintain good value nursing provisions for existing Camden clients in the short to medium term whilst attempting to secure flexibility in the longer term to manage future trends. Full details of the service requirements are set out in the Specification.

This opportunity will follow the “Light Touch” regime for ‘Social and Other Specific Services’ in line with Chapter 3, Section 7 of the Public Contracts Regulations 2015. Please see Instruction to Tenderers for additional information.

The Invitation to Tender (ITT), Contract terms and conditions, Form of Tender, Specification and Pricing Schedule and other supporting information will be included in the tender pack on EU Supply for Tenderers to complete.
After the deadline for returned electronic submissions has expired, the evaluation process of the submission will be undertaken.
Suppliers who are successful from the Selection stage will be invited into the award stage and their submissions will be evaluated.
Officers will meet with suppliers who submitted an initial bid proposal and negotiate to seek to improve both quality and price elements of the bids. Following the negotiation process tenderers will submit final proposals against the same criteria. These will be scored and providers ranked based on a weighting of price of 60% and a quality weighting of 40%.
All providers not meeting the minimum quality requirements will be excluded from the process.
Contracts will be awarded to the highest scoring providers until the number of block beds required has been secured.
Any Tender submission with a price in excess of the stated price per bed of £774.00 per week, in any year of the Contract Term for the service, will be rejected.
The successful provider will be notified in writing and a ten (10) day standstill period will be initiated. After the Standstill period has expired, the successful provider will be confirmed in writing and the Contract Award Notice will be issued and entered on Contracts Finder.
