Description of the procurement

The Mayor’s Office for Policing and Crime (MOPAC) as the contracting authority is tendering for the supply of Vehicle and Driver Services to the Metropolitan Police Service (MPS). The MPS has a requirement to provide a secure vehicle and driver hire service which is available 24 hours per day, 365 days per year to support operational policing.
The MPS is seeking to award a contract to a suitably capable Contractor to provide these services for a term for 3 years. This will be for an initial term of 24 months and a unilateral option for the MPS to extend for a further period up to a maximum of 12 months (2+1).
The estimated spend over the contract life (2+1) is approximately £450,000.

Additional information

The Authority has taken the decision not to proceed with this procurement. The Authority’s right to abandon this procurement was set out in section 8.2 and 8.3 of the Invitation to Tender Supplier Guidance (published as part of the invitation to tender documents). However, the Authority intends to commence a new procurement process for the services and will publish a contract notice in the Official Journal of the European Union and the EU Supply tender portal in due course.
The Authority’s decision is made for the following reason:
The Authority has become aware of errors in the tender.
To ensure all submissions in the new procurement are treated equal, the tender submissions received have not been reviewed for evaluation purposes.
The Authority Specification of requirements published did not include all the requirements for the tender and the Authority would want these requirements covered in the criteria for evaluation purposes. Furthermore there were issues with the method by which bidders were to be made aware of the tender which meant a lower than expected response.
