Hanover HA is seeking expressions of interest from suitably experienced & qualified suppliers for the provision of asbestos survey services and asbestos removal works under single-supplier, 4-year Framework Agreements as follows:
- Lot 1: Asbestos Survey Contract (North Region)
- Lot 2: Asbestos Survey Contract (East Region)
- Lot 3: Asbestos Survey Contract (South Region)
- Lot 4: Asbestos Survey Contract (West Region)
- Lot 5: Asbestos Removal Contract (North Region)
- Lot 6: Asbestos Removal Contract (East Region)
- Lot 7: Asbestos Removal Contract (South Region)
- Lot 8: Asbestos Removal Contract (West Region)
The areas are defined in the ITT. Call-Off Contracts under the Frameworks may be for up to 10 years. The Frameworks will be open to any other organisations (Section VI.3 below). Hanover have appointed Echelon Consultancy to assist them with the procurement of the Framework Agreement and Pretium Frameworks Limited (Pretium) to manage the Framework Agreement.

The estimated annual value of Hanover’s requirements under this Lot is £35,000. The estimated value stated in section II.2.6 below is the total estimated value of this Lot, though this may increase depending on how many other organisations decide to call off under this Lot of the Framework during its term.

Description of the procurement

Procurement of a single-supplier, 4-year Framework for the provision of asbestos removal works.
Works under the Framework will be delivered via the JCT MTC Call-Off Contract. Call-Off Contracts under the Framework may be for up to 10 years. Please refer to the procurement documents for more details.
A maximum of 6 Suppliers will be Invited to Tender following short listing at SQ stage.
The estimated annual value of Hanover’s requirements under this Lot is £15,000. The estimated value stated in section II.2.6 below is the total estimated value of this Lot, though this may increase depending on how many other organisations decide to call off under this Lot of the Framework during its term.

Additional information

The following organisations will be able to ‘call off’ contracts under the Framework Agreement:
(i) Hanover Housing Association ('Hanover');
(ii) Other Social Housing Providers in the UK (both those that are in existence now and those that may be in existence in the future) and any members of their supply chain including direct labour organisations and suppliers. ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered housing providers, local authorities and ALMOs. A list of the current Social Housing Providers can be found by visiting: https://www.gov.uk/government/publications/current-registered-providers-of-social-housing
(iii) National, Regional and Local Health Authorities in the UK including NHS Trusts, and any organisation providing a service to these bodies;
(iv) Local and Regional Authorities in the UK (including any arms length organisations or service providers working on their behalf) delivering any public or private sector maintenance or construction related projects including housing,education, highways and infrastructure work; and
(v) Service providers delivering services to any other Government Agency in the UK including the Ministry of Defence and Highways Agency.
Bidders should note that none of the organisations referred to in paragraphs (i) to (v) above shall be under any obligation to use the Framework Agreement.
Bidders should note that the estimated Lot values set out in this Notice are an estimate only, and may increase depending on the number of organisations that decide to use and call off contracts under the Framework Agreement during its term.
Hanover reserves the right to cancel the procurement and not to proceed with all or part of the Framework Agreement at any stage of the procurement process. The Trust shall not in any circumstances reimburse any expense incurred by bidders in preparing their SQ or tender submissions for the Framework Agreement.
