Short description
London Borough of Camden is seeking to procure a new 18-bed adult pathway specialist housing related support service for single homeless people with very complex needs.
The service will be part of a portfolio of services designed to allow service users to progress through appropriate temporary supported accommodation options towards more permanent placements. These stages are:
• Assessment
• Specialist support
• Engaging Support
• Move Through
Fundamental to the service model is the implementation of a Psychologically Informed Environment (PIE) approach
The contract is for 4 years with the option of a further 2 year extension and the contract will commence on or around 1st October 2017.
The service is being procured using a competitive procedure with negotiation, under Light Touch Regime (LTR) in compliance with EU procurement Regulations. There are 2 stages:
* Stage 1 Initial submission deadline 26th April
* Stage 2 Final Submission deadline 2nd June.

Description of the procurement
London Borough of Camden is seeking to procure a new 18-bed adult pathway specialist housing related support service for single homeless people with very complex needs.
The service will respond to key priorities in the Council’s Housing Strategy which is committed to the continued improvement and development of housing related support that will reduce homelessness across the borough.
The service will be part of the Hostels Pathway, a portfolio of services designed to allow service users to progress through appropriate temporary supported accommodation options towards more permanent placements. The framework for the Hostels Pathway identifies four distinct stages across an individual’s Pathway support journey. These stages are:
• Assessment
• Specialist support
• Engaging Support
• Move Through
This specialist service will deliver support to those with high level complex needs around substance misuse, mental health, personality disorders and/or offending behaviours. Service users will typically have had long associations with a variety of institutions and live chaotic lives. This service is designed to support and prepare service users to address those issues that prevent them from experiencing social inclusion.
