Description of the procurement

Consultancy to support the development of a detailed business case for the national police air service rotary aircraft fleet replacement programme. The first stage of support required is to provide independent expertise to assist in the development of a Business Case for a full rotary aircraft replacement programme for NPAS. In accordance with HM Treasury Business Case approval processes the successful contractor will work with NPAS through the delivery of the Full Business Case.
The consultancy required relates to aviation-specific development of Strategic Outline, Business Outline and Full Business Case for the procurement of replacement NPAS fleet to service the known and predicted police user requirement for the next ten years.
The PCC is seeking to procure expertise in the following areas:
• Aircraft finance and public-sector procurement
• Aircraft acquisition specification definition
• Aircraft acquisition programme management
The detailed business case must be completed by the end of January 2018.
The independent consultancy support required has the potential to be for the three stages of the national police air service rotary aircraft fleet replacement programme. The initial stage is the Business Case Phase. Following successful and satisfactory delivery of the business case the contract may be extended to cover stage two – The Procurement Phase with an option to extend further to cover Stage Three - The Implementation Phase of the national police air service rotary aircraft fleet replacement programme.
