A single company is to be selected to provide maintenance services for the following Lots, which will be organised by the Estate and Facilities Management Department of Merseyside Police - - Building works - Mechanical works - Electrical works. (Note the Locksmith Lot is separate to this Framework) The service required is for all of the above lots and expressions for particular lots only, will be disregarded. Work streams are as follows- Reactive repairs to respond to faults / breakdowns, which will include an out of- hours helpdesk and service response, particularly for matters critical to Police operations and safety. Pro-active servicing of elements / plant and equipment on a regular basis to ensure safe and efficient usage and to reduce future incidences of reactive repairs. Merseyside Police are currently progressing an Estate Strategy programme rationalising its properties to better suit modern policing requirements. The service required of this framework will include new and refurbished buildings and long-standing existing buildings.

Introduction Client - Office of the Police and Crime Commissioner for Merseyside Proposed Project - MAINTENANCE Framework Ref PCC/PD/115 Estimated project value £5000000 programme over 5 years Contract timescale Three years minimum with 2 x 12 month options to extend, 5 years in total. Proposed Form of contract - NEC3 Term Service Contract (Option E – Cost Reimbursable) The expression of interest is going to be issued through the BlueLight portal which is the E-Tendering solution available to all Emergency Services. All tenderers will need to ensure that their company is registered on BlueLight in order to receive and submit documents for the subsequent stages; you can do this by visiting https://bluelight.eu-supply.com (registration is free of charge.) Following the closing date for Expressions of Interest, those companies that have responded will be required to complete a Standard Qualification Questionnaire (SSQ) document to return for the next stage. This document will be scored to decide the companies that will progress to the Invitation to Tender (ITT) stage. A copy is available for information via BlueLight – this does not require submitting as part of this Expression stage. Security Vetting In order to maintain high professional standards and security, it is necessary to conduct appropriate vetting checks on all contractors. This will include directors, partners, company secretaries, proprietors, associates and all members of staff involved with delivering the service. The vetting process is thorough and includes Management level vetting – an example of the form that will need to be completed by all staff involved in the project is attached at Appendix A and this must be completed and returned by Directors of the contractor with the SSQ document as part of the next stage. The level of vetting is dependent on the security risk that Merseyside Police deem appropriate. Vetting checks on directors/company secretaries/partners/associates or proprietors will be conducted prior to any contract award. Directors failing to pass security clearance will result in the company’s exclusion from any contract. Any issues identified during the vetting process will be considered in an objective and measured way. Vetting includes people other than those applying for clearance i.e. family members, tenants etc. In the event that an applicant fails to obtain clearance, Merseyside Police reserves the right not to divulge the reasons for such failure. Only those people who receive security clearance will be allowed to work on this contract. The Contractor shall not employ any person in and about the provision of the Services who has not been vetted. Successful contractors will be required to ensure any information provided prior to the contract commencement is updated as changes occur e.g. new employees, changes of address etc. Should the Force Vetting Policy change during the course of this contract Merseyside Police may require additional information in order to conform to the revised policy. You are not required at the Expression of Interest Stage to complete the vetting form. Procurement: The ITT will contain a series of hurdle criteria which will be either a Pass or Fail – a fail in any part will result in the supplier being eliminated from the competition. Should the contractor Pass the hurdle criteria then the tender will be evaluated on a 70/30 Quality/Commercial Scoring Basis.
