Short description

East Midlands Strategic Commercial Unit (EMSCU) wishes to undertake a compliant EU tender exercise under the Open Procedure of the Public Contract Regulations (2015) to establish a national framework agreement for the provision of Information Solution services (Financial and Personal Data Services) for a period of 4 years from 1st November 2017.
This Framework agreement shall be made available to other police authorities established under section 3 of the Police Act 1996 In addition, a police Participant established under section 2 of the Police (Scotland) Act 1967; the Northern Ireland Policing Board; the National Policing Improvement Agency; and all non-geographic police forces and law enforcement agencies shown at http://www.police.uk/forces. It will also be available for use by UK Emergency Services including UK Ambulance Trusts https://aace.org.uk/uk-ambulance-service/ and UK Fire and Rescue Services http://www.cfoa.org.uk/12072 (referred to as OCBs).

Description of the procurement

East Midlands Strategic Commercial Unit (EMSCU) wishes to undertake a compliant EU tender exercise under the Open Procedure of the Public Contract Regulations (2015) to establish a national framework agreement for the provision of Information Solution services (Financial and Personal Data Services) for a period of 4 years from 1st November 2017.
The key objectives of the service are: The Contractors shall provide a service through which Other Contracting Bodies (OCBs) can access data which is specified within the specification, this is an indication of the broad specifications for services that OCBs may require over the lifetime of the Contract. The Provision of Information Solution services (Financial and Personal Data Services) is an indicative outline of our requirements and not exhaustive of the provision of data and capability required.
