The PCC for Avon and Somerset is working with Bath and North East Somerset Council, Bristol City Council, North Somerset Council, Somerset County Council and South Gloucestershire Council to commission a “Specialist Support Service for Victims of Child Sexual Exploitation” across policing boundaries of Avon and Somerset Constabulary.
The Service will complement and be part of a network of existing services for victims of crime and anti-social behaviour. The Contractor shall remain independent of statutory partners such as the Contracting Authority and Co-commissioners, though will work in close partnership and coordination them, and other partners and professionals involved in the delivery of services and support to victims of child sexual exploitation.

Description of the procurement

Additional information

This tender was subject to the Light Touch Regime rules in accordance with regulations 74 to 77 of the Public Contracts Regulations 2015 (Regulations), with the CPV code of 85000000-9 (Schedule 3 of the Regulations). The publication of a Notice in OJEU nor the employment of any particular terminology nor any other indication were taken to mean that the Contracting Authority intended to hold themselves bound by any of the Regulations save those applicable to the Light Touch Regime. Whilst reference has been made to the Open Procedure, solely for the purposes of advertising in OJEU, the Contracting Authority were not bound to follow the process set out in the Regulations. The Contracting Authority described the process to be followed in the tender documentation, which were in accordance with the EU principles of transparency and equal treatment of Economic Operators.

Precise information on deadline(s) for review procedures: 
The Contracting Authority incorporated a standstill period at the point information on the award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period, which was for a period of 11 calendar days, provided time for the unsuccessful tenderer to challenge the award decision before the contract was concluded. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
