Description of the procurement

The Council wishes to appoint an external Development Manager experienced in the refurbishment and extension of listed buildings to manage and deliver the Town Hall project on its behalf.
The primary responsibilities of the Development Manager will be to:
• Review and refine the Council’s existing proposals which have been developed to RIBA Stage 2 in order to identify opportunities for value engineering, whilst seeking to optimise the development potential of the available accommodation.
• Manage the planning process to secure a planning consent for the optimum scheme.
• Engage with the Council’s leasing team to ensure that the commercial accommodation is being delivered to the market’s expectations, thereby maximising revenue potential for the Council.
• Procure, appoint and manage the consultant disciplines throughout all stages of the project.
• Procure, appoint and manage the building contractor.
• Manage the construction phase up to practical completion, handover to the Council and the commercial occupier/s and to manage any works during the defects liability period.
• Generally to manage the overall delivery of the scheme to programme, and within a fixed price.
The Council and its appointed leasing agent will promote the scheme to attract and secure occupiers for the office accommodation and restaurant/leisure space. A decision may be made to seek a pre-let/s either prior/post planning permission or during construction. The Development Manager will be required to work in partnership with the Council’s leasing team to ensure there is a seamless strategy in respect of marketing, lease negotiations and the timely handover of the completed accommodation.

If fewer than five candidates pass the pass/fail criteria in the SQ and meet the quality threshold of 60%, such lower number will be invited to tender.
