On behalf of the newly formed “Commissioning Greater Manchester” partnership, the GMPCC seeks to appoint an Independent Provider (IP) to help deliver family support within 3 prison establishments in Greater Manchester and to provide a through-the-gate service that supports successful resettlement. The “Commissioning Greater Manchester” partnership is looking for a creative, outcome-focussed and flexible provider who is willing to work in consultation and partnership with the 3 prison establishments and local partners to develop better local understanding and responses to the issues facing prisoners and their families.

On behalf of the Secretary of State for Justice, HMP & YOI Styal (the ‘Commissioner’) in partnership with Greater Manchester Combined Authority (GMCA) is seeking tender bids for the above provision. The service being procured falls under the "light touch regime" set out in regulations 74-76 (inclusive) of the Public Contracts Regulations 2015. Pursuant to regulation 76(7) of those Regulations, the Police and Crime Commissioner has elected to follow a competitive procedure akin to the Open Procedure, but this is not to be taken as acceptance by the Police and Crime Commissioner that any part of the Public Contracts Regulations 2015 apply, other than those parts which apply to the light touch regime.
