Short description
Pennine Care NHS Foundation Trust (the “Authority”) wishes to procure a single
audiological patient management system across all three boroughs that will
operate on a single database. Pennine Care NHS Foundation Trust Audiology
Services are provided across Bury, Rochdale and Oldham. Currently the various
boroughs operate on different patient management systems. Bury and Oldham
operates through Practice Navigator whilst Rochdale utilises the Audit base
system. The aim of the procurement exercise is to ensure a single audiological
patient management system across all three boroughs that will operate on a
single database. Pennine Care NHS Foundation Trust Audiology Services are
provided across Bury, Rochdale and Oldham. This should enable easily
accessible locality information whilst giving access to all audiology records
across the organisation.

Description of the procurement
The tender exercise was conducted to procure a single audiology patient management system (the “Services”) across all three boroughs, from which Pennine Care NHS Foundation Trust operate. The boroughs are Bury, Rochdale and Oldham.
The oppotuntite was advertised on TED. On the closing date for tender returns, two (2) submissions were received . On receipt of the bids, they were checked for compliance but one of the bids was not compliant: it did not submit the necessary tender documentation. The remaining bid went through arduous evaluation process.
The evaluation was conducted by the tender project team, led by procurement. System and service quality is critical to this contract; hence it the criterion was given a much higher weighting. The overall price/quality weighting of Price 25% and quality 75% were used to evaluate the tenders .
