The Police and Crime Commissioner for Staffordshire (PCC), Stoke-on-Trent and Staffordshire Fire and Rescue Authority (FRA), Staffordshire Fire and Rescue Service (FRS) and Staffordshire Police (SP) are seeking the services of a consultancy agency with expertise in Emergency Services transformation and collaboration to develop and deliver a full business case for the PCC to take on the functions of the FRA.
The business case should:
• analyse a range of options as provided by the Policing and Crime Act 2017 to assess the governance model against other options, including ‘do nothing’;
• be developed to an agreed framework developed by an APACCE National Working Group (Association of Policing and Crime Executives);
• build upon the work of the Joint Transformation Programme team.
