Short description

The Council is seeking to award seed-funding to a user-led organisation(s) to develop a Centre for Independent Living (CIL) that will enhance the wellbeing and independence of disabled people in Camden. Combined with the seed-funding the Council is looking to award contract funding to the same user-led organisation(s) for the CIL to deliver a learning disabilities experts by experience service.
The Centre for Independent Living will be run by disabled people for disabled people, offering information, signposting and support that empowers disabled people to have the choice, control and opportunities they need to live as independently as they want and to be included and valued in society.
The learning disabilities experts by experience service will be a specialist service that complements and contributes to the wider pan-disability strategic engagement and influencing function.

Description of the procurement

This service is being procured using the Regime for Social and Other Specific Services as described in Chapter 3, Section 7 of the Public Contracts Regulations 2015. The award procedure to be used is set out in the procurement documents. A dialogue phase will be included following the submission of initial applications.
In line with Article 20 of the Public Contracts Directive, the Council is reserving the right to participate in this procurement to organisations whose main aim is the social and professional integration of disabled persons. As such, and in line with best practice guidance, a minimum of 50 per cent of the employees in those organisations must be disabled workers. Further details are provided in the procurement documents.
Initial submissions must be received by noon on 24th March 2017. It is anticipated that the deadline for final submissions will be 26th May 2017.

The procurement process will identify the organisation(s) best placed to set up and deliver a CIL that has long term viability and that meets the vision of disabled people in Camden.
