Tenderers are invited to tender for the Customer's requirements for the supply of
a National Driver Offender Re-Training Scheme. The Customer seeks to award a
contract with the primary purpose of providing a National Driver Offender Re-
Training Scheme within the Avon and Somerset force area. However the
Customer is also undertaking this procurement on behalf of the following forces:
• Devon and Cornwall
• Dorset
• Wiltshire
Tenderers should be aware that as at the date of this ITT none of these Forces
listed has committed to appoint any successful Tenderer for all or any of their
respective requirements.
This tender is divided into Lots, with one lot for each of the four forces. Tenderers
may submit a bid for one or more Lots.
Each force which decides to award a contract under this procurement will have its
own contract with the successful Tenderer for their Lot.

Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions, indication of information and documentation required:  The National Driver Offender Retraining Scheme (NDORS) has been developed by the police service in collaboration with the National Association of Driver Intervention Providers (NADIP). The police service has formed the Road Safety Trust (RST), a charity, to provide the business support to the scheme thorough the not for profit operating company UK Road Offender Education (UKROEd).
All NDORS courses and associated material are registered with the Intellectual Property Office and protected in law, in order to ensure the quality is at a sustainable high standard and courses are consistent allowing the offender to attend anywhere in the UK and receive the same education. Course providers and individual instructors and trainers must operate under a licence issued by UKROEd. Only Contractors which hold a full or provisional license from UKROEd will be considered for this tender.

The authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into
