It is necessary to replace Building Management Systems (BMS) at some main 
buildings as these controls the heating and cooling of buildings. Many of the 
buildings contain equipment that is 20 to 30 years old and they have a life 
expectancy of 15 years which means that they are not providing the correct levels 
of comfort to people working in the buildings and the energy efficiency is low 
causing the Force to spend more on energy.
