The Provision of Replacement Telephone Switchboards and support

The overall aim is to procure a Switchboard Solution to meet and manage the needs of the Trust. The solution shall be installed and supported at two Trust locations. Duncan Macmillan House, Porchester Road, Mapperley, Nottingham NG3 6AA The Wells Road Centre, The Wells Road, Nottingham NG3 3AA The telephone systems at the main sites within Nottinghamshire Healthcare NHS Trust (NHCT) are as follows: One Nortel CS1K (aka CS1000) switch with Meridian M3905 switchboard consoles running iSwitchboard software at Duncan Macmillan House (DMH) and Wells Road Centre (WRC) for Local Services. (No Business Continuity or Disaster Recovery.) At DMH 2 Switchboard consoles, 2 concurrent agents. At WRC 2 switchboard consoles, 2 concurrent agents (includes 1 supervisor) AWARD The intention is to award to the successful provider in January 2015 with the intended go live date for the new system February 2015.

Tenders above EU Thresholds: For tenders above EU thresholds the regulations and directives of the European Union shall be enforced through the Public Contracts Regulations 2006 (as amended). This shall include a mandatory 10 day standstill period prior to the tender award as per Section 32A of the Public Contracts Regulations. Part 9 of the Regulations provides for aggrieved parties who have been harmed, or are at risk of harm by a breach of the Regulations to take legal action. Any such action must be started in the High Court within the applicable limitation period set out in Part 9. The purpose of the standstill period referred to above, is to allow aggrieved parties to apply to the Courts to set aside the award decision before the contract is entered into Tenders below EU Thresholds For tenders below EU thresholds the regulations and directives of the European Union and those of the Public Contracts Regulations 2006 (as amended) do not apply. However the Authority shall wherever possible where timescales permit, implement a voluntary 10 day standstill prior to the tender award. Bidders are encouraged to utilise the voluntary standstill period to gain feedback on the relative merits and shortcomings of their submission. Aggrieved bidders who wish to appeal against the award decision of a contract award below EU Threshold, are required in the first instance to lodge their appeal setting out their respective concerns through the Procurement e-tendering portal https://nottshc.eu-supply.com/login.asp?B=NOTTSHC . The Authority shall pass all appeals below EU thresholds to The Trust Company Secretary for appropriate consideration.
