The Sheffield Plan is the city’s statutory Local Plan which was submitted to Government for examination by Planning Inspectors in October 2023 and is currently being examined. It is a responsibility of the Council to produce a Local Plan in a timely manner, that future development applications will then need to be in accordance with. The work we are commissioning forms an element of the evidence base for the Sheffield Plan, building on the evidence base already produced prior to submission and to support the examination hearings. To establish if the sites are viable modelling needs to be undertaken on transport and junctions. Unfortunately, the Council does not have the resources or skills to undertake this modelling and therefore, needs to engage a 3rd party to undertake them on our behalf. As part of this, junction 34 of the M1 motorway which serves Meadowhall requires transport modelling to be undertaken. The modelling will be undertaken in two phases, building on the work previously undertaken at M1 J34 for the Local Plan, as follows: • Phase 1: Modelling the impact of the additional sites using outputs from the SCRTM1 strategic modelling (Scenario 1) to understand the likely impact at M1 J34. • Phase 2: Modelling the impact of the additional sites using outputs based on TEMPRO averages and the JSJV model (Scenario 2)
