• An analysis of the commercial market (by this we mean all business rates generating uses) in Leeds city centre but much more specifically, and to a more granular detail, within the TIF Zone • A SWOT analysis of the commercial market for these uses in the TIF zone • Market rents in the TIF zone, and forecasts for growth • Commentary on potential target sectors/ occupiers, and the demands and growth potential of these sectors (in terms of occupier interest) • Where new development, or refurb is proposed or known, an analysis of likely build out rates. • Commentary of type of business occupation likely and market trends – retail/ office/light industrial/class of usage etc • RV value generated for new developments. • A forecast on likely occupation levels over a 5-10 year period, inc. new build. • A commentary on interventions/ steps needed to support and stimulate high occupancy • Commentary on the impacts of Royal Armouries investment on stimulating occupancy (if any). • Inputting into, and reviewing, the scenarios and assumptions in the emerging KPMG model.
