Due to the high volume received, we will be temporarily suspending processing of new expressions of interest for this opportunity. This will take effect from 5:00pm on Friday 12th April 2024 for a period of 4 months (ending 12th August 2024). At the 4 month stage, the Head of All Age Commissioning and Senior Contracts Manager will review the current level of demand for the care and support services for York and the capacity in the market from current APL Providers. From this information there will be a decision made on whether to resume processing of expressions of interest at this stage or at a later stage; we will communicate our decision to all providers via the Yortender Portal. Please note providers must have expressed their interest in this opportunity on Yortender in order to receive these emails. You can still do this during the period of suspension outlined above.
It’s possible there may be a change in circumstances and the period may be shortened. If this is the case, it will be communicated to all providers via the Yortender Portal. Again, please make sure you’ve expressed an interest in the opportunity to ensure you receive our emails. A notification will be sent to your registered email address so please make sure this is kept up to date on your Yortender account.
Anyone expressing an interest in this opportunity after 5:00pm on 12th April 2024 will be put on a holding list for when processing of expressions of interest resumes. Our Commercial Procurement Team will keep a record of all expression of interests and will issue it to the All Age Commissioning Team when processing of expressions of interest resumes, to enable further applications to be processed. The All Age Commissioning Team will then contact those providers directly to begin the application process.

The Approved Provider List (APL) 1 Care at Home (Domiciliary Care) will be open to Expressions of Interest (EoI) from 1st April 2024 to 31st March 2027 and option to be extended further up to 31st March 2031. This APL 1 will be a live opportunity published on the Yortender website for the duration as stated. The City of York Council with appropriate notice reserves the option to close this APL 1 for new Expressions of Interest within its period of live publishing on the Yortender website to enable the completion of applications, manage surges in interest alongside the balancing of our responsibilities of ensuring choice and diversity in the homecare market appointed onto this Approved Provider List. Open periods for subsequent new applications from new Care at Home providers for the Approved Provider List (APL) 1 Care at Home (Domiciliary Care) will be published through Yortender website.
The Approved Provider List (APL) 1 Care at Home (Domiciliary Care) will be in place for an initial three years from the start date of 1 April 2024 to 31 March 2027 and option for the City of York Council to extend further up to 31st March 2031.
In order to be considered as a Care at Home provider for City of York Council, interested parties need to be logged into their Yortender account and click the YORtender ‘Register interest in this opportunity’ using Yortender Ref: 84759 at the Yortender website https://yortender.eu-supply.com/ (../../)
The Care at Home provider must then email the All Age Commissioning Team (AACT) on AllAgeCommissioning@york.gov.uk (mailto:AllAgeCommissioning@york.gov.uk) to express their interest in the opportunity.
Please note: Providers must operate an office at or within 20 miles from West Offices, City of York Council, Station Rise, York, YO1 6GA and be close enough to enable staff supervision and training for employees, and contract compliance and monitoring visits by the Council.
