Employment and Skills Framework and Partnership Development

Calderdale Council, on behalf of the Inclusive Economy Board, are seeking to procure a consultant who can facilitate the development of an Employment and Skills Framework for Calderdale, and associated support in developing a strong and sustained strategic partnership around the same agenda. The new framework will establish clear and shared priorities for action over the next five years, in the context of: 1. Local needs and a changing labour market 2. Existing and planned provision 3. Available and future resources 4. A strategic context, including that shaped by West Yorkshire Combined Authority and the overall goals of Calderdale’s Vision 2024 and Inclusive Economy Strategy, as well as the new Post 16 employment, learning and skills strategy. The approach to developing the Framework will be based on facilitating a set of strategic partners to work together, both to identify and agree the priorities for the Framework, and also establish stronger working relationships and collaboration. The approach will require the building of intelligence from existing data and knowledge of community and business aspirations and needs. This should also support a sustained approach to intelligence development that facilitates future prioritisation and helps track key trends. The scope of work is required to be delivered by 30th November 2023.
