The client is the States Trading Supervisory Board on behalf of the States of Guernsey, with the works being Project Managed by Guernsey Ports. The Works/Services required involve The removal, transportation and treatment of Poly- and Perfluorinated Alkyl Substances (PFAS) impacted soils. The impacted soils are currently contained within two bunds located at Guernsey Airport. The overall objective of these works is to remove Poly-and Perfluorinated Alkyl Substances (PFAS) impacted soils, currently contained in purpose-built, dedicated, lined containment bunds at Guernsey Airport on Guernsey (Channel Islands), to an off-island treatment facility where the current liability can be eliminated through a proposed treatment/disposal process.

These works (Lot 1) comprise the excavation of the PFAS impacted soils, transportation of the excavated soil material to St Sampson’s Port, shipment (by sea) of the soil to a UK or European Port (location TBC), the removal/disposal of the bunds and associated infrastructure, and the backfill of the excavations with clean material before reinstatement of surfacing at ground level. The total mass of impacted soils for excavation, is expected to be in the region of 15,500 tonnes
Contractors have the opportunity to respond to the PQQ’s for Lot 1, Lot 2 or both Lots. Each Lot, whilst linked, is a dedicated piece of work and will be evaluated separately.
Lot 2 starts with the collection of PFAS impacted soils, which will already be bagged in UN certified Flexible Intermediation Bulk Container (FIBC) with LDPE liner and sealed tops, from the designated UK or European Port, and transported to the treatment facility. The PFAS impacted soils should then be treated in line with the methods prescribed within the PQQ.
