Strategic Business Growth Programme Summative Assessment

The purpose of this brief is to invite proposals for an independent evaluation of West Yorkshire Combined Authority’s (the Combined Authority) European Regional Development Fund (ERDF) funded Strategic Business Growth Extension programme (SBG). Proposals for the evaluation project are sought from experienced organisations with a strong capability in policy evaluation, experience in producing case studies, and measuring the economic impact of business support interventions, particularly those funded by ERDF. The evaluation constitutes ‘Stage 3: reporting and communication’ of the funder’s common framework and methodology, set out in the ERDF Project Summative Assessment Guidance (a link to which is included in this specification). This guidance will be integral to the design and delivery of the evaluation. The evaluation will need to focus on a number of key elements: • The continued relevance and consistency of the project. • The progress of the project against contractual targets. • The experience of delivering and managing the project. • The economic impact attributable to the project. • The cost-effectiveness of the project and hence its value for money. • Lessons learnt to influence development and implementation of future projects. The rationale for the project, the activities being delivered and the manner in which these activities support various outcomes and impacts are set out in the project’s logic model, which will be made available to the selected evaluator. The maximum budget available for the commission is £15,000 (excluding vat).
