The States of Guernsey through the Committee for the Environment & Infrastructure is potential suppliers capable of providing technology to develop and implement a pilot. The Pilot consists of TWO elements: A. Vehicle Mileage Recording. A technological and/or analogue local (on-island) vehicle mileage recording system. With the ability to provide key vehicle metrics through anonymized reporting. B. Participant Survey. Behavioural survey of pilot participants. Bidders can provide responses for Part A & B, or bid for just Part A or B. The data from the pilot will be collated to enable the States of Guernsey create a comprehensive data to model which could support a change to the current taxation approach. The models will enable the States to understand its options for: • A mileage-based fee, • A road user charge, • Other taxations options Each of these will be based on charging motorists based on how many miles they have travelled on-Island. It is intended that the data from the pilot will be used to inform any future States decision on a vehicle-miles-travelled tax (VMT) and made available to the public.
