Dear Provider

The aim of this FPS is to procure CQC registered , experienced Home Care and Support providers with the capability and capacity to deliver quality and sustainable Home Care and Support Services. 

The Home Care and Support Service will be accessed by:

  • Rotherham residents over 18 who have been assessed as eligible to receive Home Care and Support, and who receive care commissioned by the Council or the CCG.
  • Home Care and Support recipients who have transitioned from Children and Young People Services (CYPS) to adulthood aged 18-25 years.
  • Unpaid Carers

People accessing the home and support service may experience dementia, learning disability, sensory impairment, autistic spectrum disorders, mental and emotional distress, severe physical impairment and/or acquired brain injury.

The Home Care and Support Service will meet the needs identified in a Support Plan. The types of service which will be delivered are described in the Service Specification.

As you may or may not be aware, the Council has migrated from the previous Procontract e-tendering platform to Mercell Complete Tender Management (CTM).

Organisations that were previously appointed to the Flexible Purchasing System (FPS) for Homecare & Support Services, have been transferred into this new system with registrations completed to enable the Council to facilitate any further competition activity that may take place.

If you have previously applied to be appointed to the FPS via Procontract and received an unsuccessful notification you will need to submit a new application in the Mercell system.

At the point of application please make sure you select with areas that you are applying for as follows:-

  • Tier 2 (Boroughwide Homecare) – Select and click submit
  • Lot 4 Specialist Home Care and Support Service – Select and click submit
  • Lot 6 Future Home Care Opportunities – Select and click submit

Any applicant for Tier 2 or Lot 4 will automatically be appointed to Lot 6 if successful but applicants must complete the above task to enable the Council to qualify the applicant in the system.

Applicants can apply for Tier 2, Lot 4 or both and must submit the relevant application documentation for the areas they wish to apply for.

Applicants are able to submit an Application via YORtender at any time , however the Council will undertake evaluations of Applications in rounds subject to available capacity and resource. The instructions provided for in Part 1 – Information and Instructions will therefore be updated from time to time.
