The initial participating member authorities (Barnsley, York, East Riding, Hull, North East Lincs, North Lincs, Leeds, Bradford, Wakefield, Calderdale, Kirklees, Doncaster, Sheffield and Rotherham) currently adopt a wide range of purchasing activities in order to secure sufficient Independent Foster Care (IFA) and to meet local demand for children looked after (CLA). This project will procure regional IFA care arrangements for CLA’s where these arrangements are provided by external providers. It is anticipated that the project will develop a framework of providers to ensure capacity to manage fluctuations in demand and capacity across the participating member authorities.

It is anticipated that most requests for service will be made under this Lot. The information below lists the minimum requirements for children and young people living with a foster family, however it should be remembered that all children and young people require nurture and support - particularly those who have experienced trauma and are no longer living with their birth family. Children and young people placed under Lot 1 may exhibit some challenging behaviour as a result of their experience
Lot 2 may be used where additional support is required. The detail of additional support provided by the agency under a Lot 2 shall be specified by the agency on responding to a referral, this could be on an ongoing basis for the child or young person where a specific need has been assessed, or could be used for a time limited period to support the child or young person and their foster family and avoid a breakdown of placement resulting in a move for the child or young person.

A vital aspect of Parent and Child fostering is insuring positive parenting strategies are modelled by Foster Carers who will support and impart positive parenting including but not limited to routines, play and supporting attachment in line with the child's plan.
All services included within a Lot 4 - Specialist Placement - Parent and child fostering placement. The assessment will be in the format agreed by the purchaser and be of sufficient quality, to be used in court if necessary for care proceedings
