The National Police Chief's Council, under their Transforming Forensics Programme acting through Dorset Police as their host, intend to establish a Framework for Digital Forensics Services. The Framework is planned to have a maximum period of 48 months. It is anticipated the Framework will be awarded by 31/12/2019 with an operative commencement date on or before 31/01/2020. It is envisaged Call-Off contracts may be agreed for (i) “Contracted Services”; contracting authorities will have the capability to place orders for an expected, anticipated or committed volume or percentage of particular Digital Forensics Services. (ii) “Spot Buy Services”; contracting authorities may place ad-hoc orders to deal with situations of critical need, unexpected demand or in response to other changes in the technology or in the market. The Call-Off contracts to be made under the Framework may be made by (i) the 43 territorial forces in England and Wales acting a. as an individual police force; or b. acting as a formal or informal collaboration, and (ii) other police organisations, law enforcement and defence agencies and others within the United Kingdom that have digital forensics requirements including a. The British Transport Police; b. The Civil Nuclear Constabulary; c. The National Crime Agency; d. The Ministry of Defence; e. The Police Service of Northern Ireland The Digital Forensic Services (including data processing, analysis or reporting) will be performed in the UK. Other jurisdictions with comparable accreditations & standards may be used by exception. The Digital Forensic Services will be collated into Lots and will include services relating to analysis of PC, Laptops & Tablets; Mobiles; Media, Drives & Consoles; Satellite, GPS & Location Based Services; CCTV & Audio; Consumables; Logistics; and ancillary & related services for anything that creates a 'Digital Footprint' or 'Digital Signature'
