Sheffield City Council is undertaking this soft market test to assess current market capacity for the delivery, provision, and supply of a variety of projects funded from the Rough Sleeping Prevention and Recovery Grant (RSPARG) allocated from the Ministry of Housing, Communities and Local Government (MHCLG). The Council has received a total grant allocation of £1,308,678, of which £261,736 must be distributed specifically for interventions within the Voluntary, Community and Faith Sector (VCFS) in Sheffield. Furthermore, the Council has decided to increase the distribution to the VCFS, bringing the total value to £841,736, some of which is planned for distribution under existing contracts. This is a one-time, in-year, ring-fenced Grant that must be spent within the current financial year. The Grant is subject to specific conditions, with a requirement to deliver initiatives targeting rough sleeping and improving homelessness prevention. The Housing Policy Committee has approved the budget and spending areas, as detailed in the report presented to the Committee in October 2025.
