Further to successful shortlisting in your Business Questionnaire submission the London Borough of Lambeth now has pleasure in inviting you to Tender for the above provision. Along with this cover letter you will find the following documents:

Tendering Instructions
These Tender documents are intended for the addressee only. If you intend to use sub-contractors to help you fulfil the contract please include with your submission their names and addresses and an indication of the areas to be sub-contracted.
These instructions are designed to ensure that all Tenders are given equal and fair consideration. It is important therefore that you provide all the information asked for in the electronic format and order specified. Should you have any questions either initially or at any point during the Tendering process or if you have any doubt as to what is required please use the messages tab in the electronic tendering system.
Receipt of Tenders
Tenders should be submitted through the electronic system no later than 06/09/2021. After the deadline has passed you will not be able to submit your tender.
Timetable and Administration Arrangements
Tenders will be subjected to an initial screening to produce a shortlist of the most promising operational and commercial offers. If shortlisted you will be invited to give a verbal presentation in support of your proposal and answer specific operational questions. A timetable of this procurement exercise is below:

Contract Period
The contract is for a minimum of (enter Contract period here) with an option to extend (enter the extension period, if applicable, here).
Alterations
No documents included within this Tender may be altered in any way. If any documents are altered or changed (other than re-formatting to include all information to be submitted) your Tender may not be considered.
Incomplete Tender
Tenders may be rejected if the complete information requested is not given at the time of Tendering.
Acceptance of Tenders
The Council is not bound to accept the lowest or any Tender submitted as a result of this invitation. The Council also reserves the right to accept all or any part of an offer and, if necessary, establish trading arrangements with more than one supplier.
Period for which the Tenders shall remain valid
Unless otherwise stated by the Tenderer, Tenders shall remain valid for six months from the closing date, (enter closing date here.)
Amendment to the Tender Documents
The Council reserves the right to amend the attached Tender documents at any time prior to the deadline for receipt of Tenders. Any such amendment will be numbered and dated and all Tenders will be notified through the electronic system. Where amendments are significant, the Council may at its discretion extend the deadline for receipt of Tenders, and again, all Tenderers will be notified.
Inducements
Offering an inducement of any kind in relation to obtaining this or any other contract with the Council will disqualify your Tender from being considered and may constitute a criminal offence.
Collusion
Please note that if you collude with any other supplier so that one of you does not submit a bid or restricts your prices, you will be disqualified from the Tender process.
Cost and Expenses
You will not be entitled to claim from the Council any costs or expenses that you may incur in preparing your Tender whether or not your Tender is successful.
Debriefing
Following the award of contract, debriefing will be offered to unsuccessful Tenderers.
Evaluation Criteria
§ Your response to our requirement will be evaluated under the procedures outlined in the Tender Evaluation Procedures document enclosed. The Tender process will be conducted to ensure that Tenders are evaluated fairly to ascertain the most economically advantageous Tender.
§ Account will be taken of any factors which impact on the Tenderer’s suitability that emerge from the Tendering process and relate to information previously provided by the Tenderer as part of the pre-qualification process.
TUPE information
If Tenderers require additional, general TUPE information, please contact me at the numbers / address above. More detailed information can and will be provided upon request, but the signed confidential TUPE document (Annex X) must be returned in advance of this. (Delete as required.)
Confidentiality
All information supplied by the Council to you must be treated in confidence and not disclosed to third parties except insofar as this is necessary to obtain sureties or quotations for the purposes of submitting the Tender. All information supplied by you to the Council will similarly be treated in confidence except as required by law, e.g., in reporting to the Members and European procurement law reporting requirements.
An automatic receipt of tender will be notifitied to the Council, however should you choose not to Tender for this provision, I would be most appreciative of notification of this, along with the reasons why through the electronic system.
For the duration of the Tendering exercise all further interaction between your company and London Borough of Lambeth Corporate Procurement will be conducted by the messaging function in the electronic system.
