The Authority’s Selective Licensing Scheme received Cabinet approval in October 2025. The Authority will deliver the scheme starting from April 2026 for a period of 5 years. The scheme covers a designated area of the East Marsh in Grimsby, North East Lincolnshire. Following Cabinet approval we have a statutory timeframe of six months in which to implement the Scheme. Additional capacity is required to deliver the scheme, which is covered by the cost of the licence fees. Enforcement will remain within the remit of the Authority. The Authority is wishing to assess market maturity and availability of any potential Delivery Partners to help deliver the scheme. The Authority considered delivering the scheme fully in-house and recruiting all the necessary staff. However, given recruitment challenges, statutory timescales, and the need to ensure value for money, the Authority is now exploring the option of engaging a Delivery Partner to provide the additional capacity needed. Should a Delivery Partner eventually be procured, they will need to apply to the Authority’s Environmental Health and Housing Team to deliver the Scheme.
