As part of the Children & Families Act 2014 the SEND Local Offer is a statutory requirement for all Local Authorities in England. The SEND Code of Practice 4.3 states “the Local Offer should not simply be a directory of existing services. Its success depends as much upon full engagement with children, young people and their parents as on the information it contains. The process of developing the Local Offer will help local authorities and their health partners to improve provision.” Local Authorities must consult with children, young people, parents, and providers when developing and reviewing their Local Offer. • Sheffield City Council needs a set of Digital User Requirements through co-design with children & young people, families, and providers to inform the development of a transformed digital Special Educational Needs & Disabilities (SEND) Local Offer.
