47028 - Renovation and Disabled Extension works in both Occupied and Empty Domestic Premises across the Bradford District

Dear Supplier

The Council is seeking tenders from General Building & Construction Contractors who are interested in gaining approval onto a framework agreement to carry out Renovation and Disabled extension works.

The Framework agreement is divided into 2 Lots:

  1. Lot 1 – Renovations
  2. Lot 2 – Extensions

Bidders can apply for one or both lots.

The maximum order for each job will be £50,000 with the majority being between £10,000 - £30,000. For jobs valued over £50,000 the Council will use alternative procurement methods for these.

Works will usually be in occupied, domestic premises (usually owner occupier or privately rented homes) at different individual addresses across the Bradford District. Occasionally there may also be the need for one off works at Council/Privately owned unoccupied premises but these will not be very frequent.

This framework will be used to deliver works for clients who have signed up to use the Housing’s Agency Service. The purpose of the Agency Service is to organise the assistance/grant works and support the client through the whole building process, including supervision and inspection, during and at completion of the works. The Contractor’s role will be to undertake the necessary building/renovation works.

Contractors MUST be able to carry out all items of work and complete all elements of the Lots applied for (renovation / extension / adaptation specification) whether this be by having all their own operatives or by subcontracting for elements such as gas, electricity, etc.

Consideration to owners/tenants will be critical, therefore in order to be approved onto the framework experience of working in occupied houses and of dealing with vulnerable people is essential. We also expect contractors to be able to evidence that they can and will re-act to emergencies on their own jobs within 24 hours of being notified of any problems for minor emergencies and within 4 hours for major emergencies.
