Medical Defence Cover for GP Specialty Trainees of St Helens and Knowsley Teaching Hospitals NHS Trust  Lead Employers

 

 

 

BACKGROUND

 

 

 

Since December 2010 St Helens and Knowsley Teaching Hospitals NHS Trust is the Lead Employer Trust for all GP Specialty Trainees under the auspices of:

 

 

 

  • Heath Education England North West (HEE NW) for Cheshire and Merseyside.

     

    Due to the success of the above model the Trust was in 2016/2017 also awarded the Lead Employer contracts for the GP Specialty Trainees for:

     

 

  • Health Education England West Midlands (HEE WM)

  • Health Education England EoE (East of England)

  • Health Education England EM (East Midlands)

     

    GP Training is three years and usually involves Trainees spending circa 16 months in a Hospital and 20 months in a General Practice Primary Care setting (or non NHS bodies). Only those Trainees working in a General Practice Primary Care setting (or non NHS bodies) will require Medical Indemnity Cover at any moment in time. It is to be expected that at any one time roughly 50% of the Trainees will be working in General Practice Primary Care (or non NHS bodies). In order for a Trainee to be able to practice in a General Practice Primary Care setting, they must have secured a place on a Medical Performer List. One of the criteria for acceptance onto the list is evidence of the appropriate level of Medical Defence Cover.

     

    Several years ago St Helens and Knowsley Teaching Hospitals NHS Trust moved away from a model for HEE NW whereby each individual Trainee had to purchase their own individual cover and then be individually reimbursed. Instead we procured ‘block cover’ for Trainees in regards to General Practice (or non NHS bodies) and we also have this arrangement in place for HEE WM and HEE EoE. We are now moving to have this ‘block cover’ model in place for HEE EM from 1st August 2017.

     

    St Helens and Knowsley Teaching Hospitals NHS Trust are therefore looking to work in partnership with an external provider who has the necessary competencies and commitment to deliver an excellent cost effective service both to the Trust and the Trainees. The exact details of the indemnity cover for this staff group are to be found in the ITT.

     

 

    1. KEY POINTS

       

 

  • This ‘block cover’ would cover GP Trainees for HEE EM from 1st August 2017.

     

  • The tender will be effective for 24 months commencing the 1st August 2017; however with the option of a further one to three years contract extension.

     

  • It is an essential requirement that the cover provided includes a legacy run-off enabling claims to be made against it after expiry of the cover for events that occur during these periods whether a claim comes in during the GP Trainees’ employment, or further down the line after they have left our employment.

     

  • All tenders must be based on a flexible attitude to numbers under cover noting that for example recruitment targets may not be hit, Trainees may leave, go out of programme, go on maternity leave etc.

 

 

 

  • The provider will also write to the Trainees to offer any ‘optional cover’ e.g. Medical Legal Advice that the Trainees may wish to take up and which would be funded directly by the Trainee to the provider.
