Lambeth Adult Learning Approved Provider List
Dear Providers,
Lambeth Council is seeking to procure an Approved Provider List (APL) for the provision of Adult Learning Services in the borough of Lambeth. Successful APL providers will be invited to tender for mini competitions (call offs). Please note that there is no guarantee of work. The initial contract term is for five years, with the option for a two extension. The APL will be reopened every two years. The Council is looking for high quality, innovative training providers to deliver a diverse range of adult and community learning courses, including: Pre-employment training run for specific employers recruiting to live vacancies, Response to Redundancy programmes to upskill and reskill people into new jobs, Sector Based Work Academies, accredited qualifications in English, Maths, ESOL, Digital and vocational training in priority sectors in the borough and a broad range of non-accredited learning provision that will improve our residents’ skills, confidence and wellbeing.
Organisations wishing to Tender need to demonstrate that they have experience in delivering Adult and Community Learning services or similar and have achieved high level results and have experience and expertise in engaging and supporting learners from the priority groups identified by Lambeth. Organisations must have the capacity, resource and expertise to deliver this service within Lambeth. The service will be delivered by well trained, professional staff. The anticipated contract start date is February 2020.
This is a two stage (restricted) procurement. In the first stage -providers are required to complete the Standard Selection Questionnaire (SSQ) which is embedded in EU Supply and to upload the completed Appendix E Standard Selection Questionnaire (SSQ ) which includes the project specific questions and a requirement to submit a Performance Data Report attachment as per SSQ project specific question 1 by the prescribed deadline. Your submission will then be evaluated by the Council.
In the second stage -providers who meet the evaluation criteria as detailed in Appendix D- Instructions to Tenderers and Guidance will be invited to tender and will be required to submit Appendix F – Method Statement Response. Your submission will then be evaluated by the Council. Providers who meet the Invitation to Tender evaluation criteria will eligible to be awarded a contract to join the Approved Provider List. As above there is no guarantee of work and Providers on the Approved Provider List for Adult Learning Services will be invited to tender for mini competitions (call offs)
