Drug and Alcohol Planned Detoxification Services Framework

The London Borough of Camden (‘the Council’) as the lead authority in collaboration with the London Boroughs of Islington and Kingston Clinical Commissioning Group (detoxification only) and the Royal Borough of Kingston (rehabilitation) are seeking to contract with suitable suppliers, via a framework agreement for the provision of Drug and Alcohol Planned rehabilitation and detoxification services.

 

The aim of the drug and alcohol treatment system across all commissioners is to reduce dependency on substances and associated harms, ensure better access to treatment and recovery services and create opportunities for those impacted by drug misuse to have a better quality of life.

 

The majority of adults will access community based interventions and many will successfully leave treatment, including via the provision of specialist community based support. However, for a small number of complex adults who have not been successful in community settings, managed access to inpatient services are currently advised in relevant Guidelines (Department of Health ‘Drug misuse and dependence: UK guidelines on clinical management’,2017; NICE Guidelines ‘Drug misuse in over 16s: opioid detoxification’, 2012). The Guidelines recommend that access to these resources forms part of care planned service delivery.

 

It is proposed to establish a framework of 6 lots.  Each Lot will be have a hierarchy of referrals and call offs from the framework will be via the relevant and appropriate social work team within the relevant authority and will be in line with clinical guidelines

 

 The current maximum budget per annum for these services (across all commissioning bodies) is

 

 2020/21 - £1.1m 

 

2021/22 - £1.1m 

 

2022/23 - £1.1m  

 

2023/24 - £1.1m

 

 It should be noted that budgets maybe subject to review during the framework period and could be subject to reduction.

 

The maximum cost per week per person by lot are described more fully in the documentation.  

 

 The contract will be for a period of up to 48 months commencing on 1st April 2020.

 

 Full details of the service requirements are set out in the Specification.  Each of the commissioning organisations will have access to and be able to use the framework providers appointed.  Each of the organisations will be responsible for their own commitments and payments and these will be agreed at the time of placement.
